Local Authorities have used PFI/PPP procurement to deliver new leisure centres, libraries and other cultural facilities over the last ten years. An LGA survey has also indicated that leisure is likely to be a growth area for local authorities using their prudential powers.
Note: A number of Leisure PFI projects have been funded by DCMS. The Treasury 2007 Spending Review set aside no new PFI funding for Leisure and only a few remaining projects are now in procurement. The PPP model, prudential borrowing, Sport England grant and LA funding still provide source of finance for Leisure.
Local Partnerships work in the sector is primarily focused on the development of PPP capacity in procurement by local authorities to deliver new sports/leisure centres and libraries.
